It is recommended that: Council receive Items 8b through 8c as listed on the Consent Agenda dated September 22, 2015.
Tender Award — Animal Control Officer It is recommended that: Council award the tender for an Animal Control Officer (ACO) to Essex County K9 Services in the total amount of $118,650 ( inclusive of the applicable portion of the HST) over a 5 year contracted period.
Plan of Subdivision — 1473511 Ontario Limited ( Valente) It is recommended that., 1. The Mayor and Clerk be authorized, by by-law 68 - 2015, to execute a Subdivision Agreement with the Owner, subject to the inclusion of the following provision: a. The agreement covers Lots I to 29 and Lots 57 to 70 ( Phase 6a) of the Whitewood Subdivision ( i.e. single detached residential dwellings) and two ( 2) blocks for stormwater management purposes, as shown on Draft Plan of Subdivision 37-T-05007, prepared by Dillon Consulting and certified by Andrew Mantha O.L. S., dated October 12, 2006, as approved by the County of Essex, March 7, 2007.
Delegated Authority for Legal Representation at the Ontario Municipal Board — Re: CEN Biotech Inc. It is recommended that: 1. Town Council authorize Josephine Matera ( Solicitor) of the law firm Aird and Berlis and any other Staff to attend at all proceedings before the Ontario Municipal Board pertaining to this matter to support the decision of Council at its meeting of November 25, 2014 regarding Town of Lakeshore Files OPA- 2- 2014 ( OPA 6) and ZBA- 15-2014 and pertaining to Town of Lakeshore File ZBA- 14- 2014 ( 20 North Rear Road); 2. Town Council authorize the Solicitor to retain any outside consultants and or other supporting legal representation deemed necessary by the Solicitor in order to represent the Town before the Ontario Municipal Board, and 3. The Clerk forward a copy of Council's resolution thereon to the Solicitor(s).
Parks and Recreation Master Plan It is recommended that. 1. Council direct administration to include an allowance in the 2016 draft budget to undertake a Parks and Recreation Master Plan Study.
Exemption from Noise By- law 106-2007 It is recommended that: Council grant MISTRAS Group Inc. an exemption from Noise By-law 106-2007 to allow for 16 hour construction activity during the period commencing September 23, 2015 to November 22, 2015.
Tender Award — Little Baseline Road Watermain Replacement It is recommended that: 1. Council award the tender for the Little Baseline Road Watermain Replacement project to Sherway Contracting in the amount of 497,763 plus HST.
Elmgrove Drive / East Pike Creek Road Project Update FA It is recommended that: 1. Council authorize an additional expenditure of $46,000 towards the completion of the engineering work on Elm9rove Drive and East Pike Creek Road, and 2. That the required works be funded from Roads Lifecycle reserves.
CHIEF ADMINISTRATIVE OFFICER Report from administration re: a) Cogeneration Feasibility Study Grant for Atlas Tube Centre It is recommended that Council approve: 9. Authorization to enter into agreement with R.H. Shergold to apply for the 100% funding Save On Energy grant offered by the Independent Electricity System Operator ( IESO) — Hydro One and undertake a cogeneration engineering report for the Atlas Tube Centre. 2. Make application to Hydro One for the Save On Energy grant.
QUESTION PERIOD Members shall be governed by the following rules: a) Each member shall be limited to 3 minutes b) Questions shall be of general municipal concern, which may require a report from administration and do not require public consultation c) Matters raised in question period shall not be debated d) A motion of council is required for all administrative reports to Council e) Administration will track council questions on the council tracking report f) The chair may not allow a question in question period that should more properly be addressed to administration during regular business hours.
