Council receive site plan application SPC-12-2015 to permit the construction of a new 13,388 sq. m. (144,107 sq. ft.) building on a 7.94 hectare (19.64 acre) portion of land, together with any necessary ancillary facilities, at the south-west side of Little Baseline Road and Patillo Road, in the Community of Maidstone; 2. Council delegate approval authority for site plan application SPC-12-2015 to Mr. Steve Salmons, Director of Community and Development Services; and 3. The Mayor and Clerk be authorized, by by-law, to execute the Site Plan Agreement, once the application has been

ENGINEERING AND INFRASTRUCTURE SERVICES Report from administration re: a) Exemption from Noise By-law 106-2007 / It is recommended that: 1. Council grant MISTRAS Group Inc. an extension to the previous exemption to Noise By-Law 106-2007 to allow for 16 hour construction activity during the period commencing November 23, 2015 until December 18, 2015.
Agriculture, Food and Rural Affairs Appeal Tribunal Decision - 4th Concession Drain East and Cutoff Drains 1. Council receive this report as an update to the Agriculture, Food and Rural Affairs Appeal Tribunal Decision related to the 4lh Concession Drain East and Cutoff Drains dated October 19, 2015. 2. Council approve the costs in the amount of $167,127 associated with the Fourth Concession Drain East and Cutoff Drains drainage report and legal costs be funded from the Town of Lakeshore's general funds.
Ontario Underground Infrastructure Notification System Act, 2012 It is recommended that: 1. Council receive this report for information on the Ontario Underground Infrastructure Notification System Act, 2012. 2. Council approve Option 3 for In House services to complete the required utility locates as required under Ontario Underground Infrastructure Locating Notification System Act, 2012. 3. Council direct administration to include in the 2016 Budget the required funding allocation of $37,000 in the Water Distribution Budget Centrefor the expanded utility locate services. The funding is for the Water Distribution's share of the Ontario One Call notification charges along with the initial one time startup cost of $25,000 to purchase a new vehicle and equipment in 2016 and $4,000 for future lifecycle replacement of the new vehicle and equipment. 4. Council direct administration to include in the 2016 Budget a funding allocation of $78,000 in the Public Works Budget Centre and $47,000 in the Wastewater Budget Centre for their proportional shares of utility locate service costs. These costs are recoverable revenues back to the Water Distribution Budget Centre.
CHIEF ADMINISTRATIVE OFFICER Report from administration re: a) 2016-2018 Strategic Action Work Plan It is recommended that: Council endorse the proposed 2016-2018 Strategic Action Work Plan.
Members shall be governed by the following rules: a) Each member shall be limited to 3 minutes b) Questions shall be of general municipal concern, which may require a report from administration and do not require public consultation c) Matters raised in question period shall not be debated d) A motion of council is required for all administrative reports to Council e) Administration will track council questions on the council tracking report f) The chair may not allow a question in question period that should more properly be addressed to administration during regular business hours.
