Finance Services Report from administration re: a) Multi-Use recreation Facility (MURF) Capital Project Final financial Update and Debenture By-law 97-2016 / It is recommended that Council: 1. Receive the Multi-Use Recreation Facility (MURF) Capital Project Final Financial report for information; and 2. Authorize the execution of any and all documents for issuance of a debenture to Infrastructure Ontario for funding the MURF project in the amount of $13,200,000 for 20 years at 3.3% interest; and 3. Give three readings to By-law 97-2016 being a By-law to authorize long-term borrowing for funding the MURF project.
Notice of Motion a) Councillor Bailey submitted the following at the November 8, 2016 meeting for consideration at the November 22, 2016 meeting of Council. WHEREAS the current Accommodation Review Process released by the Minister of Education to serve as a province wide minimum standard that school boards must use to develop their own policies for pupii accommodation reviews is not reflective of the reality of rural school and community life AND WHEREAS school closures impact single-school small rural communities in all educational, social and economic aspects to a far greater degree than those impacts in multi-school urban communities; AND WHEREAS projected growth patterns of rural communities should be a factor within the review process; THEREFORE BE IT RESOLVED, that the Town of Lakeshore requests the Minister of Education to initiate an immediate moratorium on the Accommodation Review Process until such time as a review of the above mentioned impacts on small rural communities are studied, completed and the results and recommendations are considered; AND THAT this resolution be circulated to the Minister of Education Mitzie Hunter, Premier Kathleen Wynne, MPP Tracey Ramsey and all municipalities in Ontario requesting their support.
