Approve Schedule K - Water and Wastewater Rates for 2017 as outlined in the report from the Director of Finance/Treasurer, and 2. Give three readings to By-law 102-2016, being a By-law to amend By-law 87-2016 to prescribe a Tariff of Fees for the Town of Lakeshore. b) Reserve and Reserve Fund - Information and Policy FN-398 / It is recommended that Council: 1. Receive the report regarding Reserve and Reserve Fund -Information and Policy FN-398; and 2. Approve, amend, transfer and close the Town of Lakeshore reserves and reserve funds as outlined in the report and in Schedules A, B and C attached thereto, and 3. Approve a transfer of $1,191,300 from the Contingency reserve account to the Assessment Stabilization reserve account, to achieve targeted balances for those reserves, and Approve and adopt Policy FN-398 Reserve and Reserve Fund c) 2016 Salary Review Results for non-union employees / It is recommended that: 1. Council direct Administration to implement the recommended 2016 salary framework for non-union employees; and, 2. Council direct Administration to post the amended pay equitv plan; and, J 3. Council direct Administration to complete a comprehensive salary review including pay equity review every 4 years as a standard practice; and, 4. Council adopt the Consumer Price Index (CPI) as the annual economic adjustment for Non Union wage rates effective January 1st of each year. d) Road Budget Comparison to Local Municipalities / It is recommended that: 1. Council receive the attached report for information purposes. e) 2017 Draft budget ( a copy of this report will follow ) / It is recommended that Council: 1) Approve the Draft 2017 Budget in principle, to provide Administration with financial parameters under which to continue current level of service operations; and 2) That Administration be directed to report back to Council for final approval of the 2017 Budget and adoption of the 2017 tax rates, inclusive of impacts resulting from amendments arising out of Council's budget deliberations.
