Community and Development Services Report from administration re: a) Plan of Subdivision, County: File 37-T-14003, Terry Rafih and Dominic Amicone, Location: Part of Lot 1, Lakeshore Range between Pike Creek and Puce River, Community of Maidstone, Town of Lakeshore, Lakeshore Estates Subdivision. / It is recommended that: The Mayor and Clerk be authorized, by by-law 010 -2017, to execute a Subdivision Agreement with the Owner, subject to the inclusion of the following provision: a. The agreement covers Lots 1 to 57 of the Lakeshore Estates Subdivision (i.e. single detached residential dwellings) and two (2) blocks for road widenings, (1) one block for parkland and (2) blocks for daylight triangles, as shown on Draft Plan of Subdivision 37-T-14003, prepared and certified by Roy Simone, O.L.S., dated September 12, 2016, as approved by the County of Essex, September 14, 2016. b) Request for Concurrence: Proposed Telecommunication Tower, Community of Belle River, 305 South Street, UNION PHIQI CORPORATION, Application TFA-1-2016. / It is recommended that: 1. Council instruct the Clerk to advise Industry Canada in writing that: a. UNION PHIQI CORPORATION has satisfactorily completed its consultation with the Town of Lakeshore; b. The Town of Lakeshore is satisfied with the Town's consultation process and does not require any further consultation with the public; c. The Chief Building Official for the Town of Lakeshore advises that a permit will not be required for the communication tower facility, however, any accessory buildings will require a permit; d. The Town of Lakeshore concurs with the UNION PHIQI proposal to construct a camouflaged wireless telecommunication facility or stealth tower (i.e. flagpole design) at 305 South Street in the Community of Belle River, in the location shown on the approved site plan; e. UNION PHIQI will provide for and maintain the flag in good condition; f. UNION PHIQI will consult with the Town on the type of flag to be installed (i.e. Canada Flag, Town of Lakeshore Flag etc.) and obtain any necessary approvals from the Town or other agencies prior to installation of the selected flag on the tower facility; g. It would be beneficial to consult with the Essex Region Conservation Authority on elevations prior to the installation of the communication tower facility and any related facilities; and h. An entrance permit be obtained (if deemed required) from the Town of Lakeshore Public Works Department, in addition to notification prior to construction or pre-construction activities, in order to monitor the road and entrance during the course of the installation of the communication tower facility. Please be advised, that if damages were to occur, that the expenses related to the reconstruction (either the road or entrance), will be invoiced to the telecommunication company. The Town also advises that no repairs are to be undertaken by the company, unless prior arrangements are made with the Manager of Public Works.
Engineering and Infrastructure Services a) Public Works Services - Roadside Ditching Policy Revisions It is recommended that: Council approve the changes to the Cleaning of Roadside Ditches Policy EN-120 as detailed in the following report. b) Renaud Line Road Street Lights at Atlas Centre Entrance It is recommended that: 1. Council direct administration to complete the installation of the street lights at the entrance to the Atlas Tube Centre off Renaud Line Road, and 2. Authorize a transfer not to exceed $15,000 from the ELK Reserve Fund to fund this work.
Finance Services Report from administration re: a) MURF Project - Interest Payable on Ontario Funding Advance It is recommended that: Authorize the Director of Finance/Treasurer to sign the grant agreement with the to the Minister of Finance, along with the supporting calculations, for interest earned on the Ontario funding advance for the MURF Project in accordance with Section 7.2 of the Funding Agreement with OMAFRA.
Chief Administrative Officer Report from administration re: a) Amendments to the Summer Student Lottery Policy It is recommended that: Council adopt the recommendations for amendments to the Summer Student Lottery Policy effective January 1, 2017.
