Council amend the 2017 Tariff of Fees By-law 87- 2016 ( Schedule C- Recreation and Parks) effective March 1, 2017 to include an Adult Pool Membership and Adult Pool Passes at the Atlas Tube Centre (ATC) at the rates presented in this report; and, 2. Engineering and Infrastructure Services Report from administration re: a) Sanitary Backwater Valve Subsidy Program It is recommended that: 1. That Council approve the implementation of a sanitary backwater valve subsidy program as outlined in this report, and; 2. That Council authorize an additional $ 7, 500 expenditure in the 2017 Wastewater Budget for a sanitary backwater valve subsidy program. b) Lease Agreement — Parks Equipment Storage — Deerbrook Facility It is recommended that: 1. Council authorize the Mayor and Clerk to execute a Lease Agreement with 22811752 Ontario Inc. for 1023 County Road 2, Lakeshore, ON ( the Deerbrook site) for the term May 1, 2016 through April 30, 2018, with an option for renewal; and 2. That Council approve over -expenditures of $1, 257. 32 and $ 2,428 respectively in the 2016 and 2017 Parks Budget Centre facility rental expense account. c) Tender Award — Tandem Cab and Chassis FI It is recommended that: 1. Council award the tender for purchase of a tandem axle cab and chassis with reversible plow to Team Truck Center in the amount of $283,689 plus applicable taxes; and 2. Approve disposal of Public Works Services' Truck ( Unit 318) in accordance with Sale of Corporate Vehicles Policy AD -209. d) VIA Rail Licensing Agreement — Caille Ave It is recommended that: 1. Council defers entering into an agreement with VIA Rail for the purpose of corridor management until the Town has approved a project and funding for the completion of infrastructure improvements on Caille Avenue.
Finance Services Report from administration re: a) Ontario 150 Community Capital Program Grant Agreement — Park Washroom Locks. It is recommended that Council: 1. Authorize the Director of Finance/ Treasurer to sign the grant contract ( ON97722) with the Ontario Trillium Foundation under the Ontario 150 Community Capital Program for up to $ 44,000 in funding toward installation of 25 automatic door openers/locks on public washrooms in 11 community parks. b) Miscellaneous Accounts Receivable Write -Offs It is recommended that Council: 1. Authorize the write- off of the miscellaneous accounts receivable balances in the amount of $17, 665.92.

MOTION CALLING ON THE PROVINCE OF ONTARIO TO ALLOW MUNICIPALITIES TO KEEP INTEREST EARNED FROM GRANT FUNDING WHEREAS municipalities require the cooperation and support of the Government of Ontario to make infrastructure investments and community projects a reality; and WHEREAS municipalities rely upon grant funding from the Government of Ontario to help offset the cost of infrastructure investments and community projects; and WHEREAS municipalities often receive grant funding in advance of the completion of infrastructure investments or community projects and must hold onto such funding until its expenditure; and WHEREAS fiscally prudent municipalities often place grant funding in savings and investment vehicles, which accrue interest until its expenditure; and WHEREAS interest earned on grant funding helps offset the costs of infrastructure investments and community projects; and WHEREAS the Government of Ontario has recently started demanding the repayment of interest earned by municipalities on grant funding. NOW THEREFORE BE IT HEREBY RESOLVED that the Government of Ontario be called upon to allow municipalities to keep all interest earned on grant funding for infrastructure investments or community projects; and BE IT FURTHER RESOLVED that the Government of Ontario forgive the outstanding amount owed by any municipality for interest earned on grant funding for infrastructure investments or community projects; and BE IT FURTHER RESOLVED that the Government of Ontario repay any amounts already collected from municipalities for interest earned on grant funding for infrastructure investments or community projects; and BE IT FURTHER RESOLVED that a copy of this Motion be sent to the Honourable Kathleen Wynne, Premier of Ontario, the Honourable Charles Sousa, Minister of Finance, the Honourable Bill Mauro, Minister of Municipal Affairs, the Honourable Patrick Brown, Leader of the Progressive Conservative Party, the Honourable Andrea Horwath, Leader of the New Democratic Party, and all MPPs in the Province of Ontario; and BE IT FURTHER RESOLVED that a copy of this Motion be sent to the Association of Municipalities of Ontario (AMO) and all Ontario municipalities for their consideration. c) A Notice of Motion was presented by Councillor Wilder for Council consideration at the February 14, 2014 regular meeting of Council. MOTION CALLING ON THE PROVINCE OF ONTARIO TO INCREASE HEALTHCARE BED CAPACITY IN ONTARIO WHEREAS healthcare is of paramount concern to all residents of Ontario; and WHEREAS healthcare facilities are a major part of the front- line for residents of Ontario who require healthcare; WHEREAS healthcare facilities across Ontario are experiencing an ongoing shortage of beds, leading to capacity and over -crowding issues, which negatively impact the quality of care; WHEREAS the ongoing bed shortage is exacerbated during periods of ` seasonal illness', such as influenza outbreaks, extreme heat and cold, and air quality advisories; and WHEREAS the ongoing bed shortage causes secondary problems such as surgeries being cancelled, paramedic shortages due to offload delays at hospitals, staff fatigue, and increased costs, all of which negatively impact the quality of care; and WHEREAS the ongoing bed shortage needs to be addressed on both a permanent and as -needed basis. NOW THEREFORE BE IT HEREBY RESOLVED that the Government of Ontario be called upon to immediately increase bed capacity at healthcare facilities in Ontario; and BE IT FURTHER RESOLVED that the Government of Ontario be called upon to reduce restrictions on establishing temporary beds at healthcare facilities in Ontario, when healthcare facilities experience capacity and over -crowding issues; and BE IT FURTHER RESOLVED that the Government of Ontario be called upon to provide adequate funding and staffing level increases to support the increased bed capacity required to address the ongoing bed shortage; and BE IT FURTHER RESOLVED that a copy of this Motion be sent to the Honourable Kathleen Wynne, Premier of Ontario, the Honourable Dr. Eric Hoskins, Minister of Health, the Honourable Patrick Brown, Leader of the Progressive Conservative Party, the Honourable Andrea Horwath, Leader of the New Democratic Party, and all MPPs in the Province of Ontario; and BE IT FURTHER RESOLVED that a copy of this Motion be sent to the Association of Municipalities of Ontario (AMO) and all Ontario municipalities for their consideration.

NOW THEREFORE BE IT HEREBY RESOLVED that the Government of Ontario be called upon to immediately increase bed capacity at healthcare facilities in Ontario; and BE IT FURTHER RESOLVED that the Government of Ontario be called upon to reduce restrictions on establishing temporary beds at healthcare facilities in Ontario, when healthcare facilities experience capacity and over -crowding issues; and BE IT FURTHER RESOLVED that the Government of Ontario be called upon to provide adequate funding and staffing level increases to support the increased bed capacity required to address the ongoing bed shortage; and BE IT FURTHER RESOLVED that a copy of this Motion be sent to the Honourable Kathleen Wynne, Premier of Ontario, the Honourable Dr. Eric Hoskins, Minister of Health, the Honourable Patrick Brown, Leader of the Progressive Conservative Party, the Honourable Andrea Horwath, Leader of the New Democratic Party, and all MPPs in the Province of Ontario; and BE IT FURTHER RESOLVED that a copy of this Motion be sent to the Association of Municipalities of Ontario (AMO) and all Ontario municipalities for their consideration.

Resolution Re: Council in Closed Session and Adjournment It is recommended that: Council move into closed session at p. m. in accordance with the Municipal Act 239 ( 2) b) and d) to discuss a matter related to labour relations or employee negotiations. It is recommended that: Council move out of closed session at p. m. That Lakeshore Council adjourn its meeting at p. m. and that Lakeshore Council authorize itself to meet in Closed Session prior to the next Regular Council Meeting to discuss any matters permitted by the Municipal Act to be considered at a Closed Meeting.
