Community and Development Services Report from administration re: a) Parks and Recreation Master Plan: A Community of Connected Parks / It is recommended that Council: 1. Adopt the Parks and Recreation Master Plan: A Community of Connected Parks, in principle; and 2. Adopt the five population centres within the Town of Lakeshore for the purpose of this Plan (Appendix C of the Plan); and 3. Adopt five new parkland classifications: • Regional Park • Community Park • Neighbourhood park • Parkette • Trails; and, 4. Classify the Atlas Tube Centre site and Lakeview Park/West Beach/Belle River Marina as Regional Parks; and, 5. Classify Comber, Geralyn Tellier-Perdu, Leffler Peace, Memorial, Millen, Optimist, River Ridge, and Stoney Point as Community Parks for their corresponding population centres; and, 6. Classify Centennial, Duck Creek, Girard, Helena, Ladouceur, Lighthouse Cove Lions, Maidstone, Millen, Oakwood, River Downs, St Clair Shores, Shanahan, and Staples as Neighbourhood Parks; and, 7. Engineering and Infrastructure Services Report from administration re: a) Backwater Valve Subsidy Phase 2 Extension It is recommended that: 1. That Council approve the deadline for applications to be submitted to the Town by December 15, 2017 to establish the funding required for the implementation of the expanded Sanitary Backwater Valve 2017 Phase 2 Homeowner Subsidy Program, and; 2. That Council approve the expanded Sanitary Backwater Valve 2017 Phase 2 Homeowner Subsidy Program to be consist with initial subsidy criteria and maximum subsidy of $750 per eligible installation as outlined under the Sanitary Backwater Valve Homeowner Subsidy Program (attached). b) ATC - Pathway It is recommended that Council: 1. Award the tender for the Pathway - Renaud Line westerly (ATC site) to SLR Contracting Group Inc. in the amount of $ 76,660.00 plus HST c) Silver Creek Drive Reconstruction It is recommended that: 1. Council award the tender for the Silver Creek Industrial Drive Reconstruction, excluding asphalt surface work, to Rudak Excavating Inc. at a cost of $188,950 plus HST, and 2. Council approve project funding of Roads Lifecycle Reserve not to exceed $57,200.00 for the completion of this project
Finance Services Report from administration re: a) Ontario Rural Economic Development Grant Agreement (RED4-8076) -Branding and Marketing Strategy. It is recommended that Council: 1. Give three readings to By-law 79-2017 to authorize the Mayor and Clerk to execute the grant agreement (RED4-8076) with the Ontario Ministry of Agriculture, Food and Rural Affairs (OMAFRA) under the Ontario Rural Economic Development Program for up to $15,000 in funding toward Marketing & Branding Plan to boost Economic Development & Tourism in Lakeshore, and 2. That a first charge to the 2018 Budget be approved for a $30,000 consulting expense in the CAO budget centre $30,000 for completion of the Marketing and Branding Plan.
Chief Administrative Officer Report from administration re: a) 2018 Council Meeting Schedule It is recommended that: 1. Council approve the attached schedule of Council meetings and the list of Acting Mayors for the 2018 calendar year. b) Administrative Services - Human Resources Division - 2017 Staff Engagement Survey Results. It is recommended that: 1. That Council receive the report on 2017 Staff Engagement Survey results for information.
