Community and Development Services Report from administration re: a) Sale of Property - Former Discovery Estates Subdivision Lands / It is recommended that: 1. Council declare the municipally owned lands north of Tecumseh Road, south of Columbus Avenue, in the community of Stoney Point, as shown in the attached map, surplus to municipal needs or requirements; and, 2. Council authorize administration to offer the subject lands for public tender in accordance with the Sale and Disposition of Land Policy; and, 3. Administration provide a further report to Council on the results of the public tender and recommendation for disposal.
Engineering and Infrastructure Services Report from administration re: a) Backwater Valve Subsidy Phase 2 Extension / It is recommended that: 1. That Council approve the deadline for applications to be submitted to the Town by December 15, 2017 to establish the funding required for the implementation of the expanded Sanitary Backwater Valve 2017 Phase 2 Homeowner Subsidy Program, and; 2. That Council approve the expanded Sanitary Backwater Valve 2017 Phase 2 Homeowner Subsidy Program to be consist with initial subsidy criteria and maximum subsidy of $750 per eligible installation as outlined under the Sanitary Backwater Valve Homeowner Subsidy Program (attached).
Notice of Motion a) Notice of Motion submitted by Councillor Wilder for consideration on October 10, 2017. / That: WHEREAS weather patterns seem to have changed, in that excessive and prolonged rains are now becoming more frequent and regular, WHEREAS there is an increased chance of flooding, as result of excessive and prolonged rains; WHEREAS property owners in areas that are at an increased risk of flooding are often unable to purchase flood insurance to protect their properties; and WHEREAS the cost of property repairs after a flood cause financial hardship for individuals, families and businesses. NOW THEREFORE BE IT RESOLVED that the Government of Ontario be urged to create a Provincial Flood Insurance Program, to cover those individuals, families and businesses who are unable to secure flood insurance for their properties; BE IT FURTHER RESOLVED that a copy of this motion be sent to the Honourable Kathleen Wynne, Premier of Ontario, the Honourable Patrick Brown, Leader of the Progressive Conservative Party, the Honourable Andrea Horwath, Leader of the New Democratic Party, and all MPPs in the Province of Ontario; and BE IT FURTHER RESOLVED THAT a copy of this Motion be sent to the Association of Municipalities of Ontario (AMO) and all Ontario municipalities for their consideration.

Reading of By-laws i) Drainage By-laws / That By-law 77-2017 be read a first, second and provisionally adopted this 10th day of October, 2017. a) By-law 77-2017, being a By-law to provide for the repair and improvement to the Rochester-Tilbury North Townline Road Drain No. 1 in the Town of Lakeshore. ii) General By-laws / That By-law 80-2017 be read a first, second and third time and finally adopted this 10th day of October, 2017 a) By-law 80-2017, being a By-law to confirm proceedings of Council. 21. Resolution Re: Council in Closed Session and Adjournment / Council move into closed session at p.m. in accordance with section 239 (2) e) of the Municipal Act to discuss litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board. / Council move out of closed session at p.m / That Lakeshore Council adjourn its meeting at p.m. and that Lakeshore Council authorize itself to meet in Closed Session prior to the next Regular Council Meeting to discuss any matters permitted by the Municipal Act to be considered at a Closed Meeting.
