Community and Development Services Report from administration re: a) Downspout Disconnect and Sump Pump Upgrade Program / It is recommended that: 1. Council approve the terms contained within this report for downspout disconnects, and sump pump upgrades, and; 2. That preliminary applications be received until December 15, 2017 to determine the number of applicants and required funding, and; 3. That Council set a subsidy of up to $75 for downspout disconnections, and up to $225 for sump pump replacement or upgrade, and; 4. That administration bring a further report to Council summarizing the number of applications received, required funding, and seek authorization to approve the applications.
Engineering and Infrastructure Services Report from administration re: a) Strategic Facility Plan / It is recommended that: 1. Council adopt the Town of Lakeshore - Strategic Facility Plan (SFP), in principle; and 2. Council support the SFP Road Map Phased Approach on future facility renewals; and 3. Council approve the extension of the short term lease renewal of the Deerbrook Facility for Parks and Facilities Operations for up to a 24 month period; and 4. Council support the planning and community input of re-purposing the Rourke Line Arena as potential operations yard for Parks and Facilities and Water Distribution; and 5. Council support including funding of $75,000 in the draft 2018 budget for consideration of the completion of detailed engineering and architectural plans to establish refined renovation cost estimates for the Rourke Line former arena and OPP Building on Notre Dame Street.
Finance Services Report from administration re: a) Tariff of Fees / It is recommended that Council: 1. Approve the changes to the Tariff of Fees as outlined in the October 16, 2017 report from the Director of Finance/Treasurer, and 2. Adopt and give three readings to By-law 85-2017 to prescribe a Tariff of Fees for 2018 b) Vacant Unit Property Tax Rebate Program Elimination - Public Consultation Results and Recommendations / It is recommended that: 1. Council support the elimination of the Vacant Unit Property Tax Rebate Program in Essex County; and 2. That Council request Essex County Council to seek approval from the Minister of Finance to enact a Regulation for Essex County to eliminate this Program, commencing for the 2018 taxation year.
Chief Administrative Officer Report from administration re: a) Amendment to the Summer Student Lottery Policy / It is recommended that: 1. Council adopt the recommendation for amendment to the Summer Student Lottery Policy effective immediately. b) Windsor Essex County Humane Society - Cat Intake Services Agreement / It is recommended that: 1. Council authorize the Clerk to execute the agreement with the Windsor Essex County Humane Society for the provision of cat intake services and to renew the agreement annually subject to budget approval.
Notice of Motion Notice of Motion regarding Woodslee Baseball Association submitted by Councillor Diemer for consideration on November 7, 2017 / That: The building permit fee of $600 for construction of a backstop be returned to the Woodslee Baseball Association. Notice of Motion regarding Grant Monies from Federal and Provincial Government submitted by Councillor Wilder for consideration on November 7, 2017 / WHEREAS weather patterns seem to have changed, in that excessive and prolonged precipitation is now becoming more frequent and regular; WHEREAS there is an increased chance of flooding, as result of excessive and prolonged precipitation; WHEREAS municipalities are now faced with the reality that significant storm water management and drainage infrastructure improvements are required to mitigate against flooding, which will come at a significant cost; WHEREAS it is not feasible for municipalities to pass along the costs of all storm water management and drainage improvements onto property owners through property tax increases or drainage assessments; WHEREAS municipalities are almost entirely reliant upon property taxes for their funding needs; and WHEREAS the Government of Canada and the Government of Ontario have recognized the need for infrastructure investments and have promised funding for these investments. NOW THEREFORE BE IT RESOLVED that the Government of Canada and the Government of Ontario be urged to immediately allocate infrastructure funding dedicated to municipalities for storm water management and drainage improvements; BE IT FURTHER RESOLVED that the Government of Canada and the Government of Ontario prioritize funding allocations according to the recent propensity of specific regions to flood, with a specific focus on regions that have flooded multiple times, within a 1 year period; BE IT FURTHER RESOLVED that a copy of this motion be sent to the Right Honourable Justin Trudeau, Prime Minister of Canada, Mr. Andrew Scheer, Leader of the Conservative Party of Canada, Mr. Jagmeet Singh, Leader of the New Democratic Party of Canada, Ms. Elizabeth May, Leader of the Green Party of Canada, all Members of Parliament, the Honourable Kathleen Wynne, Premier of Ontario, Mr. Patrick Brown, Leader of the Progressive Conservative Party of Ontario, Ms. Andrea Horwath, Leader of the New Democratic Party of Ontario, and all Members of Provincial Parliament in Ontario; and BE IT FURTHER RESOLVED THAT a copy of this Motion be sent to the Federation of Canadian Municipalities (FCM), the Association of Municipalities of Ontario (AMO) and all Canadian municipalities for their consideration.
