Council approve Zoning By-law Amendment Application ZBA-19- 2017 ( By-law No. 16 - 2018), Town of Lakeshore By-law 2- 2012, as amended), to rezone a portion of the farm parcel, indicated as the "Retained Farmland" on the Key Map, Appendix 1, located at 1004 Knapp Road, in the Town of Lakeshore, from " A, Agriculture" to a site-specific "A- 21 Agriculture" zone which shall prohibit a single detached dwelling and recognize a deficient lot area and adopt the implementing by-law; and 2. Council approve an Encroachment Agreement allowing the existing porch / steps attached to an existing house to cross Knapp Road within the right of way.

Community and Development Services Report from administration re: a) Plan of Subdivision, County: File 37-T- 16003, River Ridge Phase 6, 1156756 Ontario Limited, Location: Part of Lot 4 and 5, concession East of Puce River. It is recommended that: 1. The Mayor and Clerk be authorized, by By-law 5- 2018, to execute a Subdivision Agreement with the Owner, subject to the inclusion of the following provision: a. The agreement covers Lots 1 to 148 of the Subdivision ( i. e. single detached residential dwellings) and one ( 1) block for road widening, as shown on Draft Plan of Subdivision 37-T- 16003, prepared and certified by Roy Simone, O. L.S., dated February 14, 2017, as approved by the County of Essex, June 26, 2017. b) Draft Plan of Subdivision Application S -A-3- 2016 and Zoning By- law Amendment ZBA-24-2016, 1156756 Ontario Limited, Phase 7 of the River Ridge Residential Development. It is recommended that: 1. Council adopt the proposed draft conditions for draft plan of subdivision application S -A-03-2016 ( County File 37- T- 17002) attached as Appendix " i" ; 2. Council receive the draft minutes from the February 20, 2018 Accessibility Advisory Committee, the amended minutes of the November 7, 2017 meeting, (Attachments #1 & # 2) and; 2. That Council support the recommendation of the Accessibility Advisory Committee that the election for the Chair and Vice Chair of the Accessibility Advisory Committee align with the Term of Council - 4 year term. 3. That Council support the recommendation of the Accessibility Advisory Committee to adopt the amended Municipal Accessibility Plan 2016 - 2018 (Attachment #3). d) Notification Policy - Emergency It is recommended that: 1. Council adopt the Notice Policy - Emergency (attached).
Engineering and Infrastructure Services Report from administration re: a) West Beach Breakwall ( Jetty) Shade Proposal It is recommended that Council: 1. Support the substitution proposal for the full shade structure presented by Facca Inc., and 2. Council support the additional cost of $4,500 for two Lakeshore Logo Signs to be added to the shade structures with cost being funded within the project contingency and approved total funding amount.
Notice of Motion a) Notice of Motion regarding applying for a grant to hire a student seeking his/ her masters as a CAO Assistant or Clerk Assistant submitted by Councillor Monk for consideration on March 06, 2018. That Administration be directed to apply for a grant to hire a Student seeking his/ her Masters as a CAO assistant or Clerk Assistant.
Question Period Members shall be governed by the following rules: a) Each member shall be limited to 3 minutes b) Questions shall be of general municipal concern, which may require a report from administration and do not require public consultation C) Matters raised in question period shall not be debated d) A motion of council is required for all administrative reports to Council e) Administration will track council questions on the council tracking report f) The chair may not allow a question in question period that should more properly be addressed to administration during regular business hours.
