The Council of the Corporation of the Town of Lakeshore adopt By-law 83-2018 authorizing the execution of the Transfer Framework Agreement and related agreements, as described in the report of the Chief Administrative Officer entitled, Federal Pier in Lighthouse Cove, presented at the September 25, 2018 Council meeting. (See section 21.1 (a) for By-law 111-2018)
Notices of Motion (a) Notice of Motion submitted by Councillor Wilder WHEREAS municipalities are required to provide notice of various planning applications and development proposals, to landowners and residents within a certain proximity; WHEREAS Ontario has a multi-tier approval process, that requires approval from different government levels and agencies, in order for planning applications and development proposals to proceed; WHEREAS planning applications and development proposals may now be appealed to the Local Planning Appeal Tribunal (LPAT); WHEREAS the multi-tier approval process and the new LPAT, allows for different notice requirements and conditions, regarding various planning applications and development proposals, that must be provided to landowners and residents; WHEREAS the variations in notice requirements and conditions allows for instances where landowners and residents are informed of the decisions and proceedings from one tier, but not all; WHEREAS the exclusion of landowners and residents from being notified of all decisions and proceedings, as part of the multi-tier approval process, lessens the transparency of the approval process and governance in Ontario; and WHEREAS a 'one window' approach, whereby a landowner or resident only need to register with one tier in the approval process, to be informed of all further decisions and proceedings, is desirable and can be implemented by the Government of Ontario. NOW THEREFORE BE IT RESOLVED that the Government of Ontario be urged to create a 'one window' approach, whereby a landowner or resident only need to register with one tier in the approval process, to be informed of all further decisions and proceedings; BE IT FURTHER RESOLVED that a copy of this motion be sent to the Honourable Doug Ford, Premier of Ontario, the Honourable Andrea Horwath, Leader of the New Democratic Party, and all MPPs in the Province of Ontario; and BE IT FURTHER RESOLVED THAT a copy of this Motion be sent to the Association of Municipalities of Ontario (AMO) and all Ontario municipalities for their consideration.
