11.( a) Protecting and Enhancing the Tree Canopy and Natural Vegetation Recommendation: It is recommended that: 1. That Council direct Administration to investigate potential approaches to further enhance/implement/improve the existing policies in the Town' s Official Plan regarding tree preservation and tree canopy enhancement, as part of the Town' s ongoing review of the Official Plan in consultation with the Conservation Authorities; and, 2. Council direct Administration to draft a Tree Canopy and Natural Vegetation Bylaw to protect trees in provincially designated woodlots, riparian corridors and significant wetlands, and all those on public property. 11.( b) Employment Land Strategy (ELS) Recommendation: 1. Council endorse the proposed Project Charter for the Employment Land Strategy (Appendix 1 to this report).
12.( a) Drinking Water System — 2018 Annual Summary Reports — O. Reg. 170/ 03 Recommendation: Council adopt the attached 2018 Annual Summary Reports as prepared in accordance with the Safe Drinking Water Act, O. Reg 17/ 03 for the following water service areas: 1. Lakeshore Water Treatment Plant (WSA) (260091507) 2. Stoney Point Water Treatment Plant (WSA) (220003396) 3. Union Water Service Area ( 220004995) 4. Tecumseh Water Service Area (060004982) And further, that the Annual Reports be made available for public viewing through the Town of Lakeshore website. 12.( b) Rural Intersection Illumination Program - 2019 Recommendation: 1. Council approve the attached list for consideration by the County of Essex in the 2019 Rural Intersection Illumination Program. 12.( c) Notre Dame Street Speed Limit - Consultation Recommendation: 1. The current 50km/ h speed limit on Notre Dame Street between First Street and Eleventh Street be maintained; and, 2. A pedestrian crossing assessment be completed within the Notre Dame Street business corridor area to study pedestrian volumes and crossing instances to confirm candidate sites for additional pedestrian crossovers PXO' s).

The Director of Legislative & Legal Services implement a pecuniary conflict of interest registry as required by the Municipal Conflict of Interest Act, as presented in the report of the Director presented at the March 5, 2019 Council meeting.
Notices of Motion 18.(a) Notice of Motion regarding the Reconsideration of the Medical Arts Facility Site Plan Approval Motion for Reconsideration Council reconsider resolution #839-08-2018 with respect to the placement of the garbage enclosure. Motion (if motion to reconsider receives 2/3 majority): 1. Council approve Site Plan Control Application SPC-13-2017 to permit the placement of a 870.5m2 (9,370 ft2) addition to the existing Medical Clinic, located at 1313 County Road 22, in the Community of Maidstone, subject to the following conditions: a) That the Owner/Developer enter into an amending Site Plan Agreement with the Town to provide for the installation, construction, and maintenance of driveways, parking areas, lighting, landscaping, grading, drainage, and any necessary service connections, easements and other items; and b) That the Director of Community & Development Services is delegated the authority to approve the placement of garbage enclosures acceptable to adjacent property owners and the applicant. Notice of Motion regarding the Provincial Government to address the Municipal Infrastructure gap funding needs of all Ontario municipalities. WHEREAS Ontarians already pay the highest property taxes in the country, generally driven by the ongoing transfer of responsibility for social housing and other services, an increasing role in healthcare funding and service delivery, and emergency service cost growth; WHEREAS polling shows that municipal services are important to Ontarians, with more than eight in ten Ontarians saying that they would be concerned if the Province placed new demands on municipal governments that result in higher property taxes; WHEREAS for almost half of Ontario's municipal governments, a 1% property tax increase raises less than $50,000, and many communities have a very limited tax base and fiscal capacity; WHEREAS in 2018, only 5.6%, or $4.2 billion of the $133.7 billion in provincial spending that went to all transfer payment recipients, was used as support for municipal governments; WHEREAS AMO estimates municipal governments need $4.9 billion per year for ten years on top of the existing federal and provincial transfers to continue delivering today's services and close the infrastructure gap; WHEREAS municipal governments are important to the prosperity of Ontario and Canada as a whole, delivering many of the services that make communities strong and building the infrastructure needed to grow the economy. NOW THEREFORE BE IT RESOLVED that the Government of Ontario be urged to recognize the immediate financial needs of municipalities and to support them through a significant increase in funding for municipalities, so that they may close the infrastructure gap and continue to deliver the services that communities require to grow and prosper; BE IT FURTHER RESOLVED that a copy of this motion be sent to the Honourable Doug Ford, Premier of Ontario, the Honourable Andrea Horwath, Leader of the New Democratic Party, and all MPPs in the Province of Ontario; and BE IT FURTHER RESOLVED THAT a copy of this Motion be sent to the Association of Municipalities of Ontario (AMO) and all Ontario municipalities for their consideration.
