Community and Development Services 11.(a) Plan of Subdivision, M-166, Tracey Estates, Raymond and Deborah Tracey, Location: Part of Lot 6, Concession North Middle Road, former Township of Tilbury West, Part of Lot 12, Part of Block 54 and Part of Crabtree Drive, Plan M-166, now in the Town of Lakeshore, in the County of Essex Recommendation: 1. The Mayor and Clerk be authorized, by By-law 44-2019, to execute a Subdivision Agreement with the Owner, subject to the inclusion of the following provision: a. The agreement covers forty one (41) lots, being Lots 10 to 50 of the Subdivision, on Plan M-166 (i.e. single detached residential Council Agenda - Regular Council Meeting, May 7, 2019 2 dwellings) and one (1) block for parkland, internal roadways and .3 m reserves, as shown on Plan of Subdivision M-166, prepared and certified by William A. Brewer, O.L.S., dated February 7, 1980, as approved by the Minister of Housing, March 6, 1980. 11 .(b) ATC Regional Park Recommendation: That Council approve $100,000 inclusive of HST from the Plans and Studies Reserve to fund the ATC Regional Park Plan.

Contracting Group Inc. in the total amount of $169,200.00 plus applicable taxes. 12.(b) Tender Award - Turbidity Meter Replacements Phase 1 Recommendation: Award the tender for the Turbidity Meter Replacements Phase 1 to the Hach Company in the total amount of $85,659.80 plus applicable taxes. 12.(c) Tender Award - Single Axle Cab and Chassis with Reversible Plow Recommendation: Council award the tender for the purchase of a New 2020 Mack single axle cab and chassis with reversible plow from (401 Truck Source Inc.) for total sum of $253,004 plus applicable taxes. 12.(d) Tender Award - One Compact Track Loader and Attachments Recommendation: Council award the tender for the purchase of a New 2019 Kubota SVL75-2 from (South Point Equipment) for total sum of $98,841 plus applicable taxes to be funded from the equipment replacement reserve fund as approved in the 2019 budget.

Motion for Consideration: 1) A Chief Administrative Officer (CAO) Performance Appraisal Committee (PAC) be formed consisting of the Mayor, Deputy Mayor and members of Council. 2) Administration bring forward a policy and terms of reference for the CAO PAC for approval by Council. 3) Administration bring forward a CAO performance evaluation process for approval of Council. 18.(b) Notice of Motion submitted by Councillor Walstedt - Closure of Woodslee Branch of Libro Credit Union A 2/3 vote of the Council Members present is required to dispense with the notice requirements for this motion. Motion for Consideration: Whereas the Woodslee Community Credit Union, now the Libro Credit Union, was established 75 years ago in South Woodslee and was one of the earliest credit unions established in Canada; And whereas the Woodslee branch of the Libro Credit Union is a symbol of proud Lakeshore heritage and is recognized to be a community institution; And whereas the Woodslee branch office has approximately 1900 members from the Woodslee area; And whereas Libro has advised its members that the Woodslee branch office will be closing its regular operations at the location on July 1st, 2019, Canada Day; Therefore be it resolved that the Council of The Corporation of the Town of Lakeshore urges the Libro Credit Union to reconsider its decision and keep this community institution open; And that this resolution be sent to the Libro Credit Union, local Members of Parliament and Provincial Parliament, the County of Essex and the local municipalities in Essex County.
