Finance Services 13.(a) 2018 Year End Results - 4th Quarter Variances Recommendation: 1. Receive the report regarding the 2018 Year End Results - 4th Quarter Variances for the general (taxation funded), wastewater (sanitary sewer) and water funds; and 2. Approve a transfer of $247,105 to Building Services - Operating reserve fund to transfer the 2018 Accumulated Net Surplus per the draft 2018 Building Services Statement; and 3. Approve the taxation supported surplus of $2,695,192 for the year ended December 31, 2018 to be transferred to reserves as follows: a. $2,140,192 to the Working Funds reserve in accordance with the current Reserve Fund Policy; b. $200,000 to the Employee Related reserve to fund employee related costs not anticipated during the 2019 Budget; c. $130,000 surplus in the Insurance claims budget to the Self Insuring reserve fund for future unexpected claim costs; d. $125,000 surplus in the Property tax Adjustments accounts to the Assessment Stabilization reserve fund for future unexpected property tax adjustments; e. $100,000 to the Plans and Studies reserve to replenish draws made to fund the ATC Master Plan approved in 2019. 4. That the Wastewater (sanitary sewer) rate supported surplus of $1,444,237 for the year ended December 31, 2018 be transferred entirely to the Wastewater (Sanitary Sewer) Reserve Fund; and 5. Legislative and Legal Services 14.(a) Request for Temporary Licence Extension - Dockside on the Cove Restaurant - Shake the Lake Recommendation: Direct the Clerk to provide a letter stating that the Town of Lakeshore has no objection to the temporary extension of the liquor licence of Dockside on the Cove Restaurant, 470 Tisdelle Drive, July 27th 2019 from 11:00 AM to 10:00 PM, on the condition that the conduct of the event is in compliance with the provisions of the Liquor Licence Act and associated rules and directive of the Alcohol and Gaming Commission of Ontario.
Notices of Motion 18.(a) Notice of Motion Submitted by Councillor John Kerr Ward 4 Motion for Consideration: Where As The Town of Lakeshore prides itself on being the fastest growing community in the region And Where As The Town of Lakeshore also prides itself in being an all inclusive Municipality And Where As The Town of Lakeshore continues to be a leader in removing barriers and designing inclusively And Where As Persons with disabilities face many kinds of barriers every day. And Where As These can be physical, attitudinal or systemic. And Where As A physical barrier could be a broken elevator when a public meeting is being held on the second or third floor with no way a person with mobility issues can attend. And Where As A attitudinal barrier could be putting a notice on the front door that the "the elevator is broken, sorry for the inconvenience" and believing due diligence is achieved And Where As A systemic barrier could be having a broken elevator, along with a sign on the door saying "elevator is broken, sorry for the inconvenience" and having a public meeting on the third floor. Believing this is OK and normal and never knowing who with mobility issues would have attended and not making inclusive adjustments for future elevator failures. And Where As It is best to identify and remove barriers voluntarily instead of waiting to answer individual accommodation requests or complaints. And Where As Identifying and removing barriers also makes good community sense. And Where As Whenever meeting the needs of residents, guests to our community or employees with disabilities, removing barriers can also help other people, such as older persons and families with young children. And Where As A Town Hall Meeting whether it a Council Meeting or any other meeting open to all or invited guests with the elevator broken does not allow for full community inclusiveness when those with mobility issues can't participate. Be It Resolved That The all inclusive, dynamic thinking, Town of Lakeshore continues to work to remove accessibility barriers. Be It Further Resolved That When any municipal building with an elevator that is out of service all meetings scheduled anywhere in the municipal building other than the entrance level be postponed or the venue changed until the elevator is fully functional or an alternative accessible space adequate to the space size originally designated for the meeting/event can be scheduled.
