Community and Development Services 11.(a) Draft Plan of Subdivision Application S-A-1 -2018,2331118 Ontario Inc., Phase 3A (Subdivision Agreement) of the Lakeshore New Centre Estates Residential Development, Community of Maidstone, File:37-T-18002 Recommendation: The Mayor and Clerk be authorized, by By-law 121-2019, to execute a Subdivision Agreement with the Owner for Phase 3A of Lakeshore New Centre Estates, subject to the inclusion of the following provision: The agreement covers forty seven (47) Lots, being Lots 1 to 47 of the subdivision plan for single detached dwellings and Blocks 48 to 66 for semi-detached dwellings and townhouses, in addition to roadways both internal and external (Oakwood Avenue) to the plan and .3 m reserves, as shown on the legal 12M-Plan, prepared and certified by Roy A. Maidstone Water Tower Update Recommendation: Direct Administration to disconnect the Maidstone Water Tower from the Lakeshore Water Supply System and implement plans for demolition, all as described in the report of the Manager of Environmental Services presented at the November 5, 2019 Council meeting. 12 B. Tender Award, Operational Centre Renovations of Former Rourke Line Arena Recommendation: 1. Council award the tender for the Operational Centre Renovations of Former Rourke Line Arena to Vince Ferro Construction in the total amount of $3,110,910 (plus net HST); and 2. Council approve the additional $1,530,700 funding to be included in the 2020 Budget to complete all of the project components as described in the report of the Director, Engineering and Infrastructure Services presented at the November 5, 2019 Council meeting.
Finance Services 13.(a) 2020 Interim Levy By-law Recommendation: Council authorize an interim tax levy for 2020 as described in the report of the Supervisor of Revenue presented at the November 5, 2019 Council meeting and adopt Interim Levy By-law 116-2019. 13.(b) Community Benefit Fund Grant Program Recommendation: 1. Adopt the revised Grant Request Policy AD-069; and 2. Adopt the Lakeshore Community Benefit Fund (LCBF) Grant Policy and related appendices; and 3. Approve a base budget of $25,500 to be established as part of the 2020 Budget to fund grant requests under this policy.

Chief Administrative Officer 15.(a) Windsor Essex Climate Change Collaborative: Community Energy Planning and Corporate Climate Action Planning Recommendation: That the Town of Lakeshore continue to work with the County of Essex and the Essex Region Conservation Authority (ERCA) and allocate $15,000 to a county-wide Community Energy Plan through the 2020 budget as described in the report of the Chief Administrative Officer presented at the November 5, 2019 Council meeting.
