Adoption of Tree Policy and By-law Report for Public Lands Only 33 Recommendation: Direct the Clerk to read By-law 107-2021 for the Preservation of Tree Canopy and Vegetation Policy, applying to public lands only, during the “Consideration of By-laws” as presented at the November 30, 2021 Council meeting. 2. Local Government Priorities for the 2022 Provincial Election 41 Recommendation: Endorse the Association of Municipal Managers, Clerks and Treasurers of Ontario (AMCTO) Local Government Priorities for the 2022 Provincial Election, as presented at the November 30, 2021 Council meeting; and Direct the Clerk to send a letter to AMCTO confirming support of the guidebook. 3. Support for Professional Development Days for Municipal and School Board Elections 56 Recommendation: Support the Association of Municipal Managers, Clerks and Treasurers of Ontario (AMCTO)’s request for school boards to establish a Professional Development or Activity Day on Monday, October 24, 2022 to facilitate the conduct of the Municipal and School Board Election; and Request that school boards establish a Professional Development or Activity Day for all regular Election Days for Municipal and School Board Elections in the future, as presented at the November 30, 2021 Council meeting; and Direct the Clerk to send a letter of support to AMCTO and all local school boards.

Councillor Wilder - Atlas Tube Recreation Centre Audit 62 Recommendation: Whereas the Atlas Tube Recreation Centre was constructed in phases and first became operational not even 10 years ago; And whereas numerous issues and deficiencies with the Atlas Tube Recreation Centre have been discovered since its initial opening, and continue to be discovered to date; And whereas some, if not all, of the issues and deficiencies that have been discovered at the Atlas Tube Recreation Centre since its initial opening, could have been identified and addressed at an earlier stage; And the costs to repair issues and deficiencies identified at the Atlas Tube Recreation Centre has largely fallen on the residents of the Municipality of Lakeshore, on top of the tax levies required to fund the construction and operation of the facility; Now therefore be it resolved that an independent, external audit be conducted on the Atlas Tube Recreation Centre, to promote accountability and gain a transparent understanding of how the issues and deficiencies were not previously identified or addressed, to identify future potential issues and deficiencies, and to investigate potential solutions and mechanisms to address all issues and deficiencies, including reimbursement for the cost of the necessary repairs; and Be it further resolved that a report, detailing the scope, timeline, and work-plan, be brought back to Council for the Municipality of Lakeshore regarding the external audit to be conducted on the Atlas Tube Recreation Centre, prior to proceeding with the audit.
