CWATS – County Road 31 Paved Shoulders and Pedestrian Connectivity Recommendation: Reallocate $100,000 in funds encumbered from the 2019 budget for the detailed design of County Road 31 loop to fund the construction of paved shoulders along County Road 31; Approve additional funding to support Lakeshore’s portion of the CWATS paved shoulder program on County Road 31 for the construction of paved shoulders and an asphalt pathway on the east side in the amount of $160,000; Approve an additional $55,000 to extend the sidewalk on the west side to allow for connectivity to the existing pedestrian facility; and In the event that the Government of Canada approves a request from Lakeshore to modify the Active Transportation Fund Grant Program approval, direct that the necessary by-law be prepared to authorize the execution of a transfer payment agreement between Lakeshore and the Government of Canada for the transfer of funds to Lakeshore for a grant to assist with funding the paved shoulders, all as presented at the January 30, 2023 Council Budget meeting.

Notices of Motion 1.Councillor McNamara - Battery Energy Storage Projects Recommendation: Direct Administration to develop a ranking criteria for Battery Energy Storage projects based on the following criteria for Council’s consideration: • Any proposal(s) whereby the location is not disclosed not be recommended to be supported or graded. • Any locations that directly abut and/or are within close proximity to an existing settlement area (100m or less) should be eliminated and these will not be recommended for support or graded. • The remaining locations shall be graded based on the following criteria: a. Access to a sufficient roadway and/or the adjacent roadways are sufficient (sufficient roadways would be non class B roads and/or truck route and/or County Roads) b. Proximity of the site to lands of similar use (Industrial use, existing transmission lines, existing transmissions stations, etc.)
